According to the Congressional Research Service this bill appropriated to the Department of Agriculture $1.15 billion to carry out the terms of a Settlement Agreement executed by the case of "In re Black Farmers Discrimination Litigation." <br /><br />That settlement was approved by a court order, became final, nonappealable, and is comprehensive providing for the final settlement of all remaining Pigford claims. <br /><br />Those claims relatied to a racial discrimination action against the Department of Agriculture. <br /><br />Since Republicans are threatening to bankrupt America by not paying our bills, i.e. not raising the debt ceiling, it makes perfect sense that Bachmann would not want to pay judgment creditors either.<br /><br />There is a word for folks like these Grover Norquist following, tea partying, irresponsible Republicans.
